Why is it so hard for Associations to find good management?

Time and time again I hear of Associations saying that it is just too hard to find good management in Miami.

Lack of responsiveness, no follow-up and slow progress are some of the common complaints.

Is it possible that the real problem lies in the management contract? Are hours & responsibilities outlined clearly in management contracts?

Or is it possible that managers are doing their jobs while the Board and owners are at work, and they only assume management hasn't been doing their job because they haven't been visible enough?
